Both Fabulous Complete and the regular version use water. This acts as a solvent base and allows the other ingredients to come together.

It also uses Sodium dodecylbenzene sulfonate and C9-11 Pareth-8. 

And this ingredient is a surfactant that invokes foam that lifts the grime, dirt, and grease from the surface.

On the other hand, Regular Fabuloso uses Sodium dodecylbenzene sulfonate, sodium c12-15 Pareth sulfate, C9-11 Pareth-8, and sodium Laureth sulfate to create the foam effect to lift the dirt when mixed with water.
